LEGAL CHALLENGES TO UNIVERSITY AUTONOMY IN NIGERIA: AN INTERNATIONAL PERSPECTIVE

The growth and viability of universities depend critically on their capacity to exercise autonomy. It includes the capacity of academic institutions to exercise self-governance, decide on matters of academic policy, oversee finances, and maintain internal affairs free from excessive external interference. But attaining and preserving this independence presents serious legal difficulties, especially in Nigeria. This paper investigates these issues from a global standpoint, looking at the regulatory agencies, legal systems, and comparative analyses from various countries including the UK, South Africa, Germany, and the US. For this study, the doctrinal research technique was adopted. This study identified several major obstacles to university autonomy in Nigeria, including widespread political interference, uneven policy implementation, and financial dependence on government funding. These obstacles were discovered through a thorough analysis of constitutional and legislative frameworks, regulatory bodies, and the interaction between government policies and university governance. The study emphasized the necessity of complete legal changes and policy consistency in Nigeria by contrasting these difficulties with the more organized oversight and legal safeguards noted in the selected international countries. The results highlight how crucial it is to protect university autonomy in order to promote academic quality and institutional integrity. They also provide suggestions for legislative and structural changes that would bring Nigeria's higher education system into line with international best practices. This international comparative research adds to the larger conversation on higher education governance in poor nations by offering a detailed understanding of the legal obstacles to university autonomy in Nigeria.
